Tau Ceti M-13 Shock Rifle

The Tau Ceti M-13 Shock Rifle was the first in the line of shock weapons. Tau
Ceti's M-13 did not sell well for such a powerful weapon. They constructed at
least 1000 M-13s before realizing that no one was buying. Tau Ceti tried to
build other weapons but they went bankrupt. Tau Ceti handed over the M-13 to
the black-market. Now the M-13 is sold at much reduced prices.

On miss, damage all targets within a 10 meter blast radius.
