If George Lucas spent time generating all these names for extras, his time would have been better spent on other aspects of the script - like plot and dialogue (I enjoyed the prequels, but I also think they could have been so much better).

Most of the minor characters names are just slight changes from the actors names who were portraying them. So Jett Lucas Jedi Youngling was called Zett Jukassa, for example, which may indicate the amount of effort that went into the naming as well as other aspects of the movie.
