This is a tough one. I respect keeping the stats as low as possible and avoiding fanboyism and "power creep," but I will argue for slightly better stats for this vehicle.
Even though it's small, it was referred to as a "light tank" in a canon Rebels comic strip. A light tank can be built more heavily than a speeder because it doesn't use repulsorlift, and more heavily than a wheeled vehicle because it's also tracked. Since the MLC-3 pays for its ground-vehicle nature by being slower and more prone to terrain fouling, and because the Star Wars: Galactic Defense game even described it as having "thick armor" [according to Wookieepedia], I will argue that its Body Strength would quite reasonably be higher than that of the average landspeeder [2D]. For comparison with other vehicles, let's use:
The Rebel ULAV landspeeder [Body Strength: 2D+2, but a very high-speed and agile vehicle—400 kmh, Maneuverability: 3D+2]
Imperial Nen-Carvon CAVw PX-10 Compact Assault Vehicle [Body Strength: 3D+2—also a one-man tankette but bigger, yet can manage 260 kmh]
As a compromise between these two values, I suggest Body: 3D.
I also argue it should be faster than a mere 20 kmh via the comparison to the CAV. Even if it's only a third as fast as the CAV [and that's pretty harsh!], its Move would still be 30, which would equate to 90 kmh. That's about 55 mph and not unreasonable for a Star Wars ground vehicle that is in all likelihood powered by some kind of fusion.
The laser damage value looks on the money to me at 4D. My justification: the Rebel KAAC Freerunner sports "Anti-Infantry Blaster Batteries" with a damage code of 3D+2. Since the MLC-3's weapons are described as lasers, likely also fire-linked [like the "batteries" on the Freerunner] and, due to their articulated nature, are likely intended for use on targets other than just infantry, they should be the next step up in power: 4D. ðŸ‘
