Actually, the first comment would be correct. With the scale system, the dice gap between Starfighter and Capital scales is 6D. So, it would be 8D+1, before adding in the shields (but do you scale up the shields too? Bum-BUm-BUUUMMM!!!).
IMO, I'd look at it like this. It says Capital scale "due to power output". I'd say that any energy based equipment, such as shields or energy weapons, that DO NOT specifically say what scale they are, would get upped as Capital Scale. The hull would not be capital scale, but the shields would be (essentially having the same effect).
If using that as your guideline to go by, then the shields and 3 Medium Ion Cannons would be Capital scale, but the hull, 2 Laser Cannons and 2 Concussion Missile Launchers would not be (I threw the missiles into that because, c'mon, Capital scale missiles would be just too friggin huge on this thing!).
That would make this little ship a challenge, but not impossible. It has two weapons that will hit and deal damage at starfighter scale. The other weapon, the ion cannons, if going strictly by the scale rules, could deal damage at capital scale (+6D), but would also hit at capital scale (-6D to attack action), making it better for capital starship assaults and boarding.
That only leaves the shields. Capital scale shields. That are vulnerable to ion weapons, just like any other shield system. And if the hull is left at starfighter scale (because everything I've stated here is just common sense), then voila, this little powerhouse of a ship just became easy to beat!
