Lumnar PSU-4 Shield Generator

The PSU-4 was further tweaking of thwe energy efficency standard and
a definate high acheivment. The PSU-4 puts out less pwoer into it's
energy shield however it gets enarly a full minute of output, unheard
of in typical personal shield units. The only thing rivaling it to
date were Lumnar's Light shields which are much more expensive.
