Finishing off the Eleventh Episode of Andor today, and have added Captain Elk (Human Imperial Starship Captain), Dewi Pamular (Keredian Fisherman), & Freedi Pamular (Alien Fisherman) to the Star Wars D/6 Characters Section of the Site.
        Now, Dewi and Freedi are listed on Wookieepedia as brothers, but where Dewi is listed as a Keredian, Freedi is only listed as an "Alien". While they do look similar they do appear different enough to not be the same species, and are mentioned to not be Blood Relatives. So it appears that the term Brother is more akin to Brothers-in-arms, or step-siblings, rather than true brothers.
